Abstract:
Our urban transport system nowadays has to meet multiple policy objectives and involves different stakeholders, assets and components. Accordingly, different government interventions of diverse nature and purposes have to be introduced and continuously refined to meet up with the ever-changing environment. To manage the system, legislation, contracting-out, privatization and self-regulation have been some commonly adopted approaches. The seminar will introduce the concept of regulating urban transport systems with examples of how different approaches are adopted. Amid the emerging transport technologies and new forms of transport, how we can embrace these abrupt changes from a regulatory perspective will also be discussed.

Ir Candy Ho is a chartered civil engineer with more than 16 years of experience in conducting transport studies, delivering transport infrastructure and smart mobility projects as well as managing and maintaining the transport system in Hong Kong. She is now working in the Highways Department, HKSARG.
